
The District recognizes that its groundwater resources are of utmost importance to the economy and environment.
Our Mission
The mission of the Kimble County Groundwater Conservation District is to develop, promote, and implement water conservation and water management strategies to conserve, preserve, and protect the groundwater supplies of the District, to protect and enhance recharge, and prevent waste and pollution. The District seeks to protect the owners of water rights within the District from impairment of their groundwater quality and quantity, pursuant to the powers and duties granted under Chapter 36, Subchapter D of the Texas Water Code.
TAXPAYER IMPACT STATEMENT
PURUSANT TO SECTION 551.043(c) OF THE TEXAS GOVERNMENT CODE
The Texas Legislature recently amended Tex. Gov’t Code § 551.043 (House Bill 1522, 2025) to require governmental bodies to include in the notice of an open meeting at which its budget will be discussed or adopted, a taxpayer impact statement showing, for the median-valued homestead property, a comparison of the property bill in dollars pertaining to the property for the current fiscal year to an estimate of the property tax bill in dollars for the same property for the upcoming fiscal year.
Kimble County Groundwater Conservation District intends to propose a budget at this July 13, 2026, meeting for the District’s 2025-2026 fiscal year, which will intended to be adopted at its August 2026 meeting.
2025-2026 Value of Median-Valued Homestead Property in the District: $$157,272
2026-2027 Value of Median Valued Homestead Property in the District: $151,408 (not yet certified by Kimble CAD).
2025-2026 Property Tax Bill for the Current Fiscal Year: $11.80 ($0.0078 per $100 of value).
Estimated 2026 Property Tax Bill for the Upcoming Fiscal Year if the District Adopts the Proposed Budget and Tax: Will be proposed and provided in advance of the District’s August 2026 meeting.
Estimated 2026 Property Tax Bill for the Upcoming Fiscal Year if the District Adopts a Balanced Budget Funded at the No-New-Revenue Tax Rate: Will be provided in advance of the District’s August 2026, meeting.
The estimates in this Taxpayer Impact Statement are valid only for discussion at the District’s July 15, 2026, Board of Directors meeting, and will be revised as more information is made available. The Board will not adopt a proposed budget on July 14, 2026. The proposed budget and the proposed tax rate will be updated and re-noticed at each meeting that the Board discusses or adopts a proposed budget, and may each be amended by Board before their final adoption.
